This is an earlier version of ResEdit that was released in 1987. Its interface and tools are more primitive than later versions, but it does have the ability to view and edit the bozo bit, a feature Apple omitted from later versions.
Note: this was sourced from my personal collection and the application was probably modified in one of my many cavalier experiments with ResEdit. Indeed, its modification date is 17 months later than its creation.
